Online Licensed Residential Builder Portal
On April 1, 2009, the HPO launched a new paperless online system for HPO New Home Registration Forms. Licensed Residential Builders in good standing can log into their individual online account and order HPO New Home Registration Forms at any time by entering all the project information and paying the applicable HPO fees online.

Registration of New Homes
In order to enroll new homes in home warranty insurance, Licensed Residential Builders must first complete online HPO New Home Registration information for each proposed single detached home and multi-unit building, and pay the applicable HPO fees.
Registration information will then be transferred to the builder's warranty provider for enrollment and, upon enrollment, an HPO New Home Registration Form will be available as the residential builder's proof of licensing and home warranty insurance for the municipality or regional district in order to obtain a building permit for new home construction. In cases where a building permit is not required, the form must be obtained prior to the commencement of construction.
Fees
Licensing Fees
In addition to the license fee paid to the HPO at the time of the residential license application, a $40 per unit licensing fee is also collected on the construction of each new home. This fee is collected by the HPO at the time of the online registration of new homes.
When more than one Licensed Residential Builder is involved in a new home construction project (for example, when a developer hires a general contractor), only one Licensed Residential Builder is required to pay the $40 per unit licensing fee.
Reconstruction Fee
A $750 per unit reconstruction fee is also required for each new dwelling unit that is in a multi-unit building constructed in the coastal climate zone. Reconstruction fees are used to fund the Reconstruction Loan Portfolio which is now administered by the Ministry of Finance.
When more than one Licensed Residential Builder is involved in the construction of new home (for example, when a developer hires a general contractor), only one Licensed Residential Builder is required to pay the $750 per unit reconstruction fee (where geographically applicable).
The “coastal climate zone” is defined in the Homeowner Protection Act regulations as the:
- Capital Regional District
- Regional District of Comox-Strathcona excluding Electoral Areas G, I and J and the villages of Gold River, Tahsis and Zeballos.
- Fraser Valley Regional District
- Greater Vancouver Regional District
- Regional District of Alberni-Clayoquot
- Regional District of Cowichan Valley
- Regional District of Nanaimo
- Regional District of Powell River
- Squamish-Lillooet Regional District excluding Electoral Areas A and B and the District of Lillooet, and
- Sunshine Coast Regional District
