Licensed Building Envelope Renovators must complete an HPO Building Envelope Renovation Schedule and provide it to the strata corporation/owner(s) before applying for a building permit or commencing applicable building envelope renovations. A building envelope consultant is required to be involved in the renovation and must be named in the HPO Building Envelope Renovation Schedule.
The Building Envelope Renovation Schedule is the building envelope renovator’s proof of licensing and home warranty insurance which is needed to obtain a building permit from the municipality or regional district for applicable repairs. In cases where a building permit is not required, the completed form must be sent to the HPO prior to the commencement of the renovation.
The HPO sends the Building Envelope Renovation Schedule to renovators upon approval of licensing and at the time of renewal.
Process for Completing a Building Envelope Renovation Schedule
- Complete the Building Envelope Renovation Schedule which includes:
- documents/reports pertaining to the appropriate sections of the Renovation Schedule (sections 4-7).
- signature of the building envelope consultant
- approval for home warranty insurance coverage on the proposed building envelope renovation. The warranty provider is responsible for completing the Warranty Information portion of Section 8
- signature of the strata corporation/holder, and
- signature of the licensed building envelope renovator.
- Present the completed Building Envelope Renovation Schedule and the supporting reports and documents to the municipality or regional district when applying for a building permit. If no building permit is required, send the completed form and the supporting reports and documents directly to the HPO. The Licensed Building Envelope Renovator retains the pink copy.

Licensing Fees
In addition to the license fee paid to the HPO at the time of the builder envelope renovator licence application, a $40 per unit licensing fee is also collected on the applicable building envelope renovation. This fee is collected by the warranty provider on behalf of the HPO.
